[c-nsp] BFD bug in IOS SXF6

Long story short, BFD does not work well in SXF6 because of CPU scheduler issues. I have a TAC case, but it is not going well.
 
Does anyone have  timer settings that they feel are stable?  I am finding that 100 100 3 is too aggressive and BFD drops neighbors whenever and internal IOS event causes a micro spike in CPU on the Sup720.  I cannot get a quiet neighbor to stay up for more than a few days.
