[c-nsp] autovc on 12.3(20)

Once again, messing with my LNS :-)

Trying to configure autovc since I've got an interface with only PPPoE
PVCs on it. Figured it would be easy, since the examples contain about
five lines.

This is my VC class:

vc-class atm auto-pppoe
  protocol pppoe group windstream
  ubr 768
  encapsulation aal5snap
  create on-demand
  idle-timeout 300 10

This is my ATM interface.

interface ATM1/7
 no ip address
 scrambling cell-payload
 no ima-group
 class-int auto-pppoe
 no atm ilmi-keepalive
 atm autovc retry 10

Even with a 'debug atm autovc all', I don't get any messages, much less
an error. As soon as I build a PVC under the ATM interface and class-vc
it over to auto-pppoe, the user comes right up.

So, is this broken in 12.3(20), or am I using it wrong?
