IIRC, AToM is only supported on the higher-end platforms (7200 and 
above).
In the lower-end space, it appears to be supported on the newer ISR 
platforms, i.e., 1841, 2800 and 3800 routers.
The 3640 supports a host of MPLS features but not AToM.
