[c-nsp] IOS version conflict with NPE200 after upgrading to 12.3(21)

Yes.

Software support for the NPE-200 ended January 27, 2004.

This means that Cisco no longer tests or supports new releases on
the NPE-200 platform, and doesn't guarantee that future IOS revisions
will even run.  "Use at your own risk."
