[c-nsp] DC power for 3650

Another interesting side note to the 3560E with DC power... Is you're out
another few hundred dollars because you HAVE to buy it with AC power and
then add DC power into it... Kinda useless for telcos since we'd just want
DC...

I just use ME3400s instead...
