[c-nsp] What to do about "Not enough DSP resources available" for pri-group?

We are replacing a 3640 with a 3845. The 3640 runs an ISDN PRI
line in a NM-1FE2CE1B. Since xCE1B modules are not supported in
3845 we have changed to VWIC-2MFT-E1. When I try to enter the
command "pri-group timeslots 1-31" under the E1 controller I
get this error:
% Not enough DSP resources available to configure pri-group on controller E1 0/0/0
% The remaining dsp resources are enough for 0 time slots.
% For current codec complexity, 2 extra dsp(s) are required to create this voice port.

I have searched ciscos web and googled, but I can't find the solution
to this. I have tried moving the VWIC from slot 0 to slot 1, but same
problem there.

Isn't it possible to enter pri-group on VWIC-2MFT-E1?
In that case, what alternatives are there to enable pri-group on an
E1 controller in 3845?

The isdn switch-type is primary-net5.

I found "voice-card 0" in the configuration and I have tried enabling
"dsp tdm pooling" under "voice-card 0", but it doesn't help.

The IOS in the 3845 is rather old, c3845-advipservicesk9-mz.124-3f,
so I will upgrade and try again, but I'm afraid it won't help.
