If you can use ppp or hdlc, surely you can do frame relay as well.

I actualy prefer frame-relay, allows you to sell multiple services over 
one phy connection, allows you to swap in more vendors, etc...

Other than throwaway cpe that doesnt properly support it, whats not to 
like in frame-relay for serial connections?
