[c-nsp] Ever-changing support for non Cisco branded transceivers

6500 with two 6704-10GE's, all non-Cisco branded XENPAKs except for one LW 
wan phy. Under SRA3, the non-Cisco's report "unapproved" but work, and DOM 
works:

Same box, same config, immediately following an upgrade from SRA3 to SRA4. 
Now all of the non-Cisco xenpaks show up in show int status correctly, but 
DOM stops working:

Anyone have any idea whats going on here? Is this just a bug/oversight or 
intentional meddling with the non Cisco branded optics support. :)
