[c-nsp] PGW ss7 issue

Hi

I am running PGW 2200 with 4 gateways, one which is one hop away. What is
happening is when the E1 connecting the gateway one hop away goes down it
affects the ss7 links on the other gateways this remains in an inconsistent
state such that on the gateway the c7 link indicates its in service while on
the PGW it indicates OOS. Untill a manual reset the link does not workl
