[c-nsp] BGP Peer Problem with 7200-G2

It's late here and either I am going mad or this router is on drugs.

I can't seem to win either way.  I've done everything, but it won't take
this new peer for some reason.

neighbor 58.96.x.x peer-group cirrus-eq says to Configure the peer-group
first, which is like, what I thought I was doing with this command.

What obvious thing am I screwing up?
