Well you're allowed 4 NNI ports in the base image, unlimited in the
Metro-IP-Access image.  Sounds like the telco has theirs set for NNI and
his set for UNI.  They could make his a community VLAN, but for the
telco, probably easier just to set his ports to NNI unless they expect
more uplinks.
