[c-nsp] CAR Configuration

Hello all.

Is there a known way I can get CAR to "block off" a pre-defined 
amount of bandwidth for a group of IP addresses (users), but then 
dynamically make that bandwidth available in case that group of 
users is not utilizing the capacity to maximum?
