[c-nsp] 6509 only boots to bootflash

I had a case open with this same symtoms on the Sup720 1.5 years ago. We 
never got to the actual cause, but it happened to me several times that 
the confreg got out of sync between the different parts of the Sup720.

I recommend doing "confreg 0x2102" before each reboot, to make sure 
all parts have the same confreg settings.
