[c-nsp] 7600 loses ssh keys upon failover

Hello,
did anyone else notice that 7600s (at least with SRAx) lose their SSH
keys upon failover? I'm browsing the bug toolkit but I don't see
anything similar. This can leave the machine totally unreachable if
telnet has been phased out completely.
