[c-nsp] High CPU for XDR mcast (What the heck is this?)

I'm seeing high CPU for this process on one of my 7507s running
12.2(25)S12 - Other router with identical config is running happy.

  89    377791281044141481         36 66.95% 58.34% 58.88%   0 XDR mcast

Looks like it started after I faked an OIR event using 'test rsp...' to
reload a GEIP card in the router that was having problems. Card works
fine, but this process isn't happy.
