CSCsi29746 Routing protocol neighbor dampening request

This is an IOS feature enhancement request to add a neighbor dampening
mechanism for the routing protocols.

Ideally the trigger to dampen could be number of neighbor flaps or tied
to interface flap or error counters.


If you have a contract with TAC and would like to see this functionality
open a SR and ask them to attach it to the request.

They can just close the SR once the attach it but it will capture
your request for the functionality.
