How far is the router from the mux that the telco is pulling the DS3 from?
Also, have you tried changing or re-terminating the coax cables that plug
into your router?
Is this a point-to-point DS3? If so, do you have access to the router at
the other end, or could you have whoever manages that router get you the
"show interface"/"show controller" outputs (or equivalents if the other
end isn't a cisco box) to compare to yours?
Another test you can do is to unplug the DS3 from your router and connect
the two ends together with a BNC barrel connector (or do this at the far
end), set the line encapsulation for Cisco HDLC and fire some traffic down
the link.
Also, in addition to the attenuation/buildout, check:
* timing configuration and source
* framing
The fact that you're getting C-bit coding violations makes me think that
one side is set for c-bit framing (clear-channel DS3) and the other side
is optioned for M13/M23 framing (channelized DS3), or it's a possible
layer 1 problem.
