A 2 mbit line is a 2 mbit line is a 2 mbit line...
So how is it supposed to "degrade"?
(Of course there are situations when you have, for example, an ATM VC
with non-guaranteed bandwidth - but there is no way the router can know
whether the end-hosts are just not feeling like sending more than half
the available bandwidht, or the network is throttling (incoming)
traffic...)
