As the forwarding engine is a PFC3C, not an -XL class PFC, you are
limited to 256,000 IPv4 routes no matter how much RAM you put into the
route processor or the switch processor.
I see very little reason to upgrade RAM in such a box.

Version-wise or feature-set-wise ? In features, the IP Base version is
a very expensive CPE... Advanced IP Services is probably what
operators want.

12.2(18)ZU2 seems the most common choice among current ME6524 users,
but the 12.2(33)SXH has lots of interesting features we are looking to
deploy. Just waiting for 12.2(33)SXH1 to be released to start testing
it; SXH1 is not currently (2007-Nov-20 1900 GMT)  available on CCO,
but as VSS 1440 requires SXH1, it's probably just  a matter of days.
