Hello,

can you actually ping the 851's Vlan 1 interface? If the physical
interfaces which are part of vlan 1 are down, then Vlan 1 is also
down, so it is unreachable.
As I remember "LAN" interfaces are in vlan1 on 851 as a
default(probably it could not be changed anyway), which is kind of
weird, if you don't know what to look for....
