The 3400 Metro will do hierarchical ingress policing, however egress shaping
is effectively useless - the granularity is crap.

The 3750 Metro will do exactly what you need including hierarchical
egress QoS (policing and shaping) - but hierarchical egress QoS features
are only available on the two 1000Base-X ES ports. All other ports can
do hierarchical ingress policing & marking only.

If you need multiple customer ports on ingress to the CE switch and a
couple of gig interfaces to your PE/Core then the 3750 Metro should fit
the bill.

You need to decide whether you just want to police customer traffic at
ingress and make it the customer's responsibility to do their own shaping
to be friendly to TCP flows, or whether you want to do that shaping
yourself.

Obviously if you pick the former option, you can go for a cheaper switch
and a 3400ME, 3560 or vanilla 3750 would suffice.
