If IP Input represents major of your CPU usage, then you're not
switching packets in most optimal way - using CEF. Try to check if
CEF is enabled and used on interfaces (sh ip cef, sh ip int), and
what part of traffic is dropped from CEF path if it's indeed on
(sh cef not-cef-switched and sh cef drop).
