[c-nsp] Cannout Dialout on 5350XM

Very puzzling situation. Cannot dialout using a 5350XM! We can dialin just fine. We have an older 5300 and we can dial out on that just fine. It's a T1 PRI. We have had the line checked out twice. We are replacing the old 5300 with the newer 5350XM. Current configuration is attached. SPE Firmware is 10.8 Nextport., internal digital modems. Get NO CARREIR message when trying to dialout from inside the device.
