[c-nsp] Switch that can shape traffic per VLAN and re-write VLAN ID?

Two part question...

- Is there any switch that can rate-limit traffic coming in/out from a
physical port but apply different speed per VLAN?

- Is there any switch out there that can take a VLAN on a port and reassign
it to another VLAN ID?

Or is there a better way to do this?  What I am trying to accomplish is
connecting our customer via Ethernet but having more than one VLAN.  Each
VLAN will have different speed limit and goes to different networks.
