My apologies to the list.

I shouldn't have posted my question last night, when I was
tired, but should have waited until this morning.

I found a typo in my config.  The inner tunnel was broken
because I'd mistyped the tunnel destination address.

I'd assumed I'd made a conceptual/sophisticated error but,
in fact it was an error of the usual kind --- dumb...

Thanks to those who already responded, both on and off list.
