[c-nsp] IOS for SPA-2x1GE-V2

Hi Mark,

A 12k recently landed onto my knees with a SPA-5X1GE-V2 onboard:
it came with IOS version 12.0(32)SY4. So far everything is good,
even if it's just running a basic MPLS config.
