That depends on the test results on your fiber span.  If the fiber is 
clean, of high quality, and well-spliced, then there could be a little 
'slop' in the loss budget.  At that distance, dispersion may be more of a 
concern than attenuation.  It all depends on what the test results look 
like.

You'll want to see at least the 2-point loss test results at 1550 nm 
through your fiber span from an OTDR.  If the splices are good, you 
shouldn't see too much of a reflectivity spike at the splice points, but 
you will see reflections from any physical cross-connects or jumpers that 
are in the span.

With the 10GBASE-ER, your minimum transmit power is -4.7 dBm and your 
minimum receive power is -15.8 dBm
