[c-nsp] CLIPS functionality for DHCP clients

I don't think there is any Cisco low-end solution to this; 7200, ASR,
10k and SCE are the platforms I think can do this one way or the
other.

Consider using Mikrotik or NoCat/NoDog solutions (http://nocat.net/).
