[c-nsp] 7301 (NPE-G1) leaking L2 frames over L3

I've been doing this TAC support job for 10 years as of this month
and one thing I've learned is "never say never" ;)

...to get it to the output interface code must be run
to set the outbound tx ring so that means a lookup must happen.

I'm saying I'm skeptical about what you are reporting. ;)
