Indeed, re-reading the original mail seconds this.  

So while my explanation wasn't correctly wrong, it wasn't helpful either 
- sorry for that.

Checking my own MLS NDE configurations, it looks very similar - *but*
I am not exporting to a VRF.  So a possible issue could be that the PFC
export isn't VRF capable.

Mihai: what software version are you using?
