[c-nsp] BFD for static routes

static routes are not supposed to be dynamic and bfd is not designed for static routes.

and
the
answers
i
got
from
Cisco
were
:
1)
the
feature
wasn't
supposed
to
work
from
the
beginning
2)
the
feature
was
causing
conflict
with
other,
more
important
features
Although
our
account
team
was
involved,
although
cisco
developers
were
involved...nothing
happened.
