[c-nsp] BFD state remains in "AdminDown"

Don't think that 12.4.15T3 has VRF support for BFD.
Maybe try 12.2.33SRC (depends on what kind of routers you have)
I had a configuration like that and didn't work for me. Mine isn't a PE-CE
kind so didn't bother with SRC code.
