[c-nsp] Netflow from within a VLAN

Trying to export netflow intra-VLAN traffic. Can see it in the netflow 
tables, but it is not exporting. 

Does this require 'sampling' applied to the layer 3 interface for this 
VLAN? i.e., 'mls netflow sampling' 

In other words is there no way to export all traffic from a VLAN, but it 
must be sampled?
