[c-nsp] Remote rebooting

Thanks for all the replies about remote access and power cycling products,
it looks like there are more about than I realised. I am going to trial a
couple of the complete solutions that have been suggested, but have an eye
to separate out the two halves and look at console servers separately to
power (using APC powerstrip or similar). At least I now know that there are
many solutions out there that better than servertech's.
