PE1/PE2 will use a CEF hash based on the bottom label (VC label), which
might or might not hash to different PE-P links. To do this in a
predicatable way, configure two MPLS-TE tunnels (one via P1, one via P2)
and use AToM tunnel selection ("preferred-path interface tunnel <num>"
within the pseudowire-class).
