[c-nsp] /31 network

Hi there,

It works just fine on "newer" Cisco IOS for point-to-point links. (It
came in 12.2(2)T and 12.2(28)SB). The RFC is 3021 (Using 31-Bit Prefixes
on IPv4 Point-to-Point Links).
