To terminate the OC48 you are looking at a SIP-400/OC48 POS card,  
which would run you close to $40k at discount.  There are some OC48- 
 >GigE transceiver type devices that may run you a bit cheaper, but  
you still need one on each end.

You could use a 7304 I believe to terminate the OC48 and customer  
connections.  Otherwise you could look at a Juniper M10i.
