[c-nsp] interpretation of sysTrafficPeakTime

The value represents the amount of time that has passed since the highest recorded peak.

I don't know if this value rolls over or not.  I don't think it does.

Actually i was using "sh platform hardware capacity fabric" to see it through the cli.

Still, my main concern is... should i stick to my 1st explanation or the 2nd one?
