If the customer is willing to consider using a single link 
for both local and international traffic, QPPB is your 
friend.

Combining QPPB with MQC, you can use a single link 
and "partition" it so that you can provide the customer 
with 10Mbps of international bandwidth, and the remainder 
for local traffic.

This can be achieved in both directions, i.e., ingress + 
egress; and it works great!
