[c-nsp] WAN Simulator

This functionality is built into the linux kernel these days by way of the netem module:
 http://www.linuxfoundation.org/en/Net:Netem

There is a live-cd application of a wan emulator available on the cisco website:
 http://www.cisco.com/cgi-bin/tablebuild.pl/fe_util (wan bridge)
