No. The IP addresses are allocated to provider A and you can't multihome to
other providers without their permission and you almost certainly can't take
them with you if you leave.
You can request your own IP space from one of the RIRs but they usually
require some justification for why you can't use your providers IPs (e.g.
you plan to multihome to different providers).
In RIR lingo you need "assigned portable" space.

What's this class B you speak of? ;-)
You have to justify your need for IPs and a /16 is a lot of IPs.
You might want to do some reading on the appropriate RIR site (ARIN, RIPE,
APNIC, LACNIC).
