[c-nsp] 7200 vxr as analog dialup access server with PRI

They must have improved the AS5400.  I have several in production for SIP to
PRI that are solid as a rock. Fully loaded with CT3 and NP108's.

The same happened to me too. 1 out of 10 AS5300 has failed the past year,
mostly due to PSU.
