you've tcpdump'd the server - but have you tcpdump'd the client?
run tcpdump on the linux client, then fire off the dhcp client
and see what is happening..if anything....does the Linux box
work on other networks? it could well be that your DHCP client
is doing something quirky that the Cisco doesnt recognise
