[c-nsp] T1 Bonding with PA-MC-T3

You should be able to run unnumbered on the Serials and Multilink and 
save yourself a boat load of IPs.

Has anyone had problems using /31s with Ciscos recently? I always had 
problems with a x.x.x.0/32 loopback, so I'm loathe to try /31s on 
anything important :)
