[c-nsp] 12008 GRPB memory problem.

Typically this means the DIMMs are "double sided", and the
initialization routines either (a) cannot physically
handle them due to physically wiring, or (b) need to be
upgraded (boot rom) to recognize the double-sided
DIMM.
