When we had this issue on the VWIC-V1 cards, which of course didn't have the "independent" command, we had some success with just changing the secondary T1/E1 to use internal timing assuming you have a circuit that is getting clocking from a PE directly of which can be changed to line timing.

Subject: [c-nsp] 2821 VWIC2-2MFT-T1/E1 clocking issue

Scenario:

Cisco 2821 router running 12.4(18)
VWIC2-2MFT-T1/E1 terminating E-1 connections from two ISPs.

Both are configured clock source line.

Both providers are sourcing clock, but apparently not in sync with each other.

Second E-1 on the WIC shows slips. It appears that "clock source line"
doesn't do what it should, or somehow the first E-1 is clocking both circuits. Physically disconnecting the first E-1 fixes the slips on the second.

Bug? Misconfiguration? Hardware limitation?
