[c-nsp] 3750 12.2(44)SE1 CPU 5% weirdness

We have a few stacks of 3750s runnint 12.2(25)SEE and see the same
thing.  They are running pure L2 stuff other than management.  5% is
pretty much the idle baseline.

Never seen them higher.
