for soft-vcs you can utilize mpls xconnects (AToM  atm to atm), Also
supported by aforementioned.

I think at this stage you can do
1) for pvcs on same box - the "connect" between atm pvcs
2) for pvcs (soft-vcs) between 2 boxes - the "xconnect" between atm
pvcs on different boxes.
