It depends on HSRP version.

Version 1 uses 8 bits to address group numbers (0 to 255) and version
2 extends it to 12 bits allowing you to use group number range from 0
to 4095.

This extension also helps your life during provisioning and
troubleshooting tasks because you can use the same ID for VLAN and
HSRP v2 group.
