usually the router consults the header under the bottomost label. If the
packet is an IPv4 packet it uses the plattform dependent cef load-sharing
algorithm. If it can't detect an IP packet (AToM i.e.) it uses the
bottommost label to load-share across equal-cost pathes which is usually the
VC label and results in all frames/cells for same customer-VC routed over
the same path.
